Cities for Climate Proteciton
Overview
In June 1999, the Cities of Gosnells and Armadale and the Serpentine-Jarrahdale Shire resolved to work together to address global warming and climate change and joined the International Council for Local Environmental Initiatives' (ICLEI) Cities for Climate Protection Programme (CCPTM)
The CCPTM programme has five milestones, namely:
- Conduct an emissions inventory of current Council and community activity and a forecast of emissions growth in the future.
- Establish an emissions reduction goal in consultation
with the community. - Develop a local action plan.
- Make significant progress in implementing the
local action plan. - Monitor and report on the implementation of
the local action plan.
After calculating the region's baseline greenhouse emissions, the SEREG adopted a regional community emissions reduction goal of 15% by 2010 (based on 1998/99 levels) and in September 2000 developed the Regional Community Greenhouse Action Plan (RCGAP) (2000). Download RCGAP pdf.
By mid-2005 all SEREG Councils had achieved milestone 5 of the CCPTM programme. Individually and collectively, SEREG Councils continue to develop and implement greenhouse gas reduction measures at both the corporate and community level as part of their commitment to the CCPTM programme. A greenhouse gas abatement report (Measures Report) is prepared and submitted to ICLEI on an annual basis.
The RCGAP encompasses the goal of the three SEREG Councils, namely:
'to have all developments and enterprises (including Councils') adopt environmental management as part of their core business, including consideration of greenhouse gas implications to the region and greenhouse gas abatement measures'
Being a region of major projected growth, achieving the reduction goal will require reductions from existing sources and importantly, circumvention of emissions growth arising from on-going development.
